Role Summary
The Clinical Operations Manager will lead the execution of operational implementation across all clinical departments, ensuring readiness from setup to activation. The role is central to translating the clinical governance model into executable workflows, supervising commissioning activities, and ensuring all clinical areas are fully functional and compliant at launch.
This position requires hands-on leadership, deep operational knowledge of healthcare systems, and the ability to coordinate multiple clinical disciplines to achieve seamless readiness and accreditation standards.
Key Responsibilities
Execute on the operational implementation across clinical departments from setup to activation, ensuring the enforcement of the defined clinical governance model.
Translate clinical model into executable workflows across service lines and medical and clinical departments.
Supervise commissioning and day-to-day setup including (but not limited to) clinical spaces, equipment installation, medical supplies and stock readiness.
Ensure clinical and medical documentation, forms, and EMR templates align with workflows of care.
Validate clinical and medical staffing rosters based on the phased-out plan for the facility launch; verify coverage planned per shift and acuity level.
Conduct mock-runs and simulations of patient flow, to test processes and system usability.
Monitor infection control, waste management, and medication handling setup on site.
Act as liaison between clinical and non-clinical teams during setup and go-live.
Support the onboarding and operational readiness of newly hired clinical staff.
Expected Deliverables
Complete set of validated clinical workflows and SOPs with signed acknowledgment by all staff on trained procedures and documentation standards.
Functional testing and dry-run report (per clinical and medical department).
On-site issue tracker with resolution status.
Commissioning sign-offs confirming all clinical areas (wards, treatment rooms, pharmacy, nursing stations, in-patient rooms, etc.) are operational.
Documented evidence of compliance with licensing requirements, infection control audits, and medication management standards.
Daily report on staffing, training, and equipment across clinical/medical departments.
Candidate Profile
Minimum 12+ years of experience in clinical operations, hospital commissioning, or medical services management.
Strong understanding of clinical governance, accreditation standards (e.g., JCIA, CBAHI, DOH, DHA), and operational readiness frameworks.
Proven experience leading multi-disciplinary clinical teams in high-pressure or pre-opening environments.
Demonstrated expertise in clinical workflow design, process testing, and compliance monitoring.
Excellent organizational and communication skills with a collaborative leadership style.
